IMPEACHMENT: Fubara Will Not Present 2026 Budget As Rivers Assembly Adjourns To Next Year, A Move That Could Reignite Troubles

Barely two months after the suspension of emergency rule in Rivers State and the reinstatement of democratic structures, tensions have again resurfaced between Governor Siminalayi Fubara and the State House of Assembly after members of the house on Friday told the Governor that his alleged failure to fully constitute the state executive council and the lack of appointment of an attorney general for the state constitute a breach of the constitution.

The house gave the warning today after House Leader, Major Jack informed the members about the situation saying the Governor’s persistent failure to constitute a state Executive Council has brought retrogression to the state’s development.

Meanwhile, there was another indicator of imminent crisis at the plenary today after the House adjourned plenary to Monday, January 26, 2026, a move that will certainly prevent Fubara from presenting the 2026 appropriation bill to the House.

Rivers State Governor, Siminalayi Fubara had last month said his administration is on track to present the 2026 Appropriation Bill to the State House of Assembly in the newly reconstructed Assembly Complex, which is expected to be completed before the end of December 2025.

However, it remains to be seen if the House would reconvene to allow the Governor present the budget even as the House at the plenary also rejected to move to the almost completed new Assembly Complex.

This is coming after the House at its 31st Legislative Sitting condemned the vandalisation of property at the Township School in Port Harcourt and other schools across the state.

The Lawmakers lamented the decayed infrastructure in public primary and secondary schools and accused the executive arm of doing little to address the situation.

Acting on the report of the House Committee on Education, lawmakers questioned what Fubara had done with the more than N600 billion reportedly left in the state’s coffers by the immediate past Sole Administrator, Rear Admiral Ibok Ete-Ibas (rtd), when he exited office in September.

 

Parallel Facts recalls that Bola Ahmed Tinubu had in February 2025 suspended  Fubara, his deputy Ngozi Odu, and the State House of Assembly for six months over a prolonged political crisis that was said to have crippled governance. When democratic structures returned on September 18, 2025, it was claimed that the governor, his predecessor and political benefactor Nyesom Wike, and the Assembly had resolved to work together for the stability of the state.

However, the latest exchanges now suggest that the fragile peace may be cracking.(Parallel Facts)
