Aliko Dangote’s refinery turned Nigeria from a fuel importer into an exporter to Europe

Aliko Dangote’s petroleum refinery has transformed Nigeria from a fuel-importing nation into a significant exporter in less than three years, with seaborne petroleum product shipments from the country growing seven-fold since 2023, according to data published Monday by the US Energy Information Administration.

Nigeria’s seaborne petroleum product shipments averaged 561,000 barrels per day in the second quarter of 2026, compared with an annual average of 79,000 barrels per day in 2023, Vortexa shipping data compiled by the EIA showed. Of those shipments, 350,000 barrels per day were exported in the second quarter, against an annual average of just 46,000 barrels per day three years earlier.

The shift is almost entirely attributable to a single facility. The Dangote Petroleum Refinery, located in the Lekki Free Zone near Lagos, began operations in 2024 and has since reshaped Nigeria’s position in regional and global fuel markets. Before it opened, Nigeria imported nearly 400,000 barrels per day of petroleum products despite being one of Africa’s largest crude oil producers. By the second quarter of 2026, seaborne petroleum product imports had fallen to less than 130,000 barrels per day.

The turnaround accelerated in February 2026, when the refinery completed a maintenance and expansion program that raised its crude oil distillation capacity from 650,000 barrels per day to 700,000 barrels per day. The timing coincided with supply constraints linked to tensions around the Strait of Hormuz, which drove European and African buyers to seek alternative sources of refined fuel and gave Dangote’s facility a significant commercial opening.

Europe has been the biggest beneficiary of that expanded supply. Nigeria’s seaborne petroleum product exports to Europe rose to 130,000 barrels per day in the second quarter of 2026, up from 40,000 barrels per day in 2025 and just 15,000 barrels per day in 2023. Exports to African markets climbed to nearly 120,000 barrels per day from 89,000 barrels per day a year earlier.

The domestic impact has been equally significant. Intra-Nigerian petroleum product shipments, which move refined fuel between ports within the country, rose to 211,000 barrels per day in the second quarter, up from 81,000 barrels per day in 2025 and 33,000 barrels per day in 2023, reflecting a far more active domestic distribution network built on locally refined supply.

The EIA’s report frames the Dangote refinery as the primary driver of what it describes as improved regional fuel trade flows and boosted supplies to Europe and Africa. The facility’s ability to move this volume of refined product into international markets within two years of beginning operations is without precedent in African refining history.

The commercial momentum behind the refinery also provides critical context for its planned initial public offering. Dangote Petroleum Refinery has filed an application with Nigeria’s Securities and Exchange Commission for an IPO of as much as $5 billion, targeted for the Nigerian Exchange in October 2026.

A July private placement led by Africa Finance Corporation was 3.7 times oversubscribed and valued the refinery at approximately $40 billion. The EIA data, showing the facility already operating at 700,000 barrels per day and exporting at scale to two continents, gives potential IPO investors a concrete operational foundation on which to base their assessment.
